City staff told the Punta Gorda City Council that FEMA funding for hurricane‑related repairs is available only as reimbursement and that federalizing contracts is necessary to preserve eligibility. Kristen, the finance director, said federalization requires vendors to comply with additional requirements including “buy American” clauses and extra paperwork, which can increase vendor costs.
Staff said they are out to bid for a FEMA grant manager and hope to present a recommendation to council in June; Kristen said the city has a scheduled evaluation committee meeting May 21 to evaluate consultant proposals. She warned that federalizing contracts “can increase the cost a little bit because there's additional paperwork that they have to provide.”
City staff reiterated the practical tradeoffs: the city may proceed with repairs under federalized contracts to seek reimbursement later, but reimbursement is not guaranteed until FEMA obligates funds; conversely, proceeding without federalization risks non‑reimbursement. Staff noted they are meeting frequently with FEMA and the state and are pursuing site inspections for projects including the marina and Lashley Pier.
What’s next: the evaluation committee will advance a consultant recommendation to council (anticipated by the second June meeting) and staff will continue FEMA coordination; council did not take formal action at the workshop.
