Jones Loop commercial project cleared to proceed pending bike‑parking and porte‑cochere conditions

The Development Review Committee reviewed the Jones Loop Commercial Development application (DRC 032025) Friday and cleared the project to proceed while several conditions remain pending, including whether a fee‑in‑lieu will satisfy bike‑parking requirements and a condition tying the porte‑cochere’s completion to issuance of a certificate of occupancy.

Rachel Berry, zoning official, told the committee she had spoken with the applicant’s agent and with Steve Somburg about outstanding comments in the staff report. Berry said, “I mentioned to Steve yesterday that we would look into whether or not a fee in in lieu of the bike parking covers is permissible.” She added the committee and applicant agreed the porte‑cochere for the drive‑thrus “can be permitted at a later time, but must be completed before a certificate of occupancy is issued.”

Todd Reebel, agent with Atwell Court Charlotte representing SREG LLC, said the applicant had no further comments at the meeting and that the project team would coordinate with individual departments to address outstanding items. “We will be reaching out to each individual, department as as necessary to address comments,” Reebel said.

Staff indicated there were no additional department comments beyond those already listed in the staff report. A committee member moved to proceed with the technical review comments (TRCs); the motion passed. Berry said the city will provide a green sheet to summarize required corrections and that the applicant has a standard three‑month period from the meeting date to obtain all signatures; the applicant may request an extension if needed.

The committee did not make a final determination on the acceptability of a fee in lieu for bike parking at the meeting; that issue remains pending and will require further staff analysis and departmental coordination before final approvals and issuance of a certificate of occupancy.
