Committee members asked whether the resolution sought to change specific data fields; Hill said she could not speak to the sponsor’s precise intent but that the sponsor had expressed a desire to “keep improving” the program.
Representative Boers asked if citizenship status is captured in NIBRS; Hill said it is not. Representative Wiley and others asked about incentives and the resources for smaller municipal agencies; Hill replied that about 75 smaller municipal departments report through their parish sheriff because they lack separate NCIC ORI access or staff, and that those agencies are included in NIBRS via the sheriff’s submission. The Sheriffs’ Association indicated it had no objection in advance.
The committee voted to move HCR 52 favorably with no objections.
