Clay County commissioners approve letter flagging local concerns with MAAFPA implementation

County staff presented a draft letter to the board Tuesday summarizing Clay County’s implementation concerns regarding the proposed Minnesota African American Family Preservation Act (MAAFPA).

Quinn, county staff who prepared the background, told commissioners the letter responds to requests from local legislators and highlights operational and funding impacts on county social and public‑health services. The letter asks for clearer guidance, implementation funding and a framework for accountability and support rather than unfunded mandates.

Commissioner Moschel noted the letter’s timing was driven by legislative schedules but said the points remain important going into the next session; several commissioners urged the county to pursue statutory fixes in partnership with legislators and the Association of Minnesota Counties. Commissioner Ebinger moved to approve the letter and Commissioner Baer seconded; the board approved the motion by voice vote.

Commissioners who had been in St. Paul for hearings said the letter reflected positions the board has discussed throughout the session and urged continued advocacy to ensure any required county changes are accompanied by state funding and clear implementation rules.
