The Clay County Board of Commissioners voted Tuesday to approve a letter to state legislators that outlines the county’s concerns with the proposed Minnesota African American Family Preservation Act (MAAFPA) and asks for implementation details and funding assurances.
Quinn (county staff) told commissioners that the letter was requested by the county’s legislative contacts to summarize county impacts and implementation questions for legislators in St. Paul. He said the timing was compressed because of the legislative calendar but that the points in the letter reflect positions the board had discussed during the session.
Commissioner Ebinger moved to approve the letter; Commissioner Baer seconded. The board voted in favor and the motion carried.
Commissioners said the points include a request that the state provide SSIS funding or implementation resources if MAAFPA creates new county obligations, and that there be clear enforcement and rulemaking frameworks before counties are required to change practice. Commissioners asked staff to continue working with county legislative delegates and to be prepared to follow up in the off-session if the law or its rules progresses.
No changes to county policy were adopted at the meeting beyond approval of the letter; staff will continue legislative outreach and update the board as discussions with state officials continue.
