Engineer Peter Bemis and applicant William Putre updated the commission on a flexible subdivision plan for 26 Meadow Lane — three single‑family homes and one duplex — and on associated stormwater designs. Bemis said Fuss & O'Neil peer review had raised questions about routing stormwater into a proposed wetland replication area (a former runway sedimentation basin now functioning as a wetland). He said the design had traded reduced runoff to Meadow Lane for increased flow to the rear wetland; peer reviewers asked the team to evaluate the tradeoffs.
Bemis and applicant Putre said they can redesign the drainage so that infiltration for the first lot discharges toward Meadow Lane instead of the rear wetland, and that both options remain feasible; the choice affects whether the rear area is designed as a constructed wetland meeting DEP replication guidelines or as a rain garden with a different design standard. Peer reviewer Joe noted the proposed replication area contains invasive species and recommended an invasive species management plan and that any wetland replication design follow DEP guidance and be peer reviewed.
Commissioners asked for more detailed wetland delineation in the western portion of the site and clarification about previously delineated flags. Commissioners also requested updated plans addressing peer review comments and a clearer narrative explaining why the applicant selected the proposed drainage routing and whether it is consistent with the Wetlands Protection Act and local bylaws. The applicant requested an extension and the commission voted to continue both the Notice of Intent and the Stormwater Management Permit to a future meeting to allow the applicant to submit revised plans and to obtain the remaining peer review responses. No formal permit decisions were made at this meeting.
