Council approves conditional-use permit for private school at Desert Rock Church

The Florence Town Council voted May 20 to adopt a conditional-use permit allowing Desert Rock Church to establish a private Christian school at 9230 West Franklin Road.

Planning staff told the council the site is zoned R-1-R and already houses a church and an existing preschool/daycare. Planner Marcela reported the proposed private school would initially enroll up to about 50 additional students; the on-site preschool/daycare currently serves about 75 children. The CUP application sought approval of the use only (not building elevations or final design).

Why it matters: The permit authorizes a new low-intensity, private school use on an existing church property. Council members said they were satisfied with the applicant’s car‑circulation plan and the neighborhood outreach the church conducted, including a neighborhood meeting April 10 and statutorily required owner notices.

Details: The site has a single paved vehicular access that serves visitors and employees. Planning staff said the applicant provided circulation diagrams and that the church staggers arrival and departure times to limit peak-period congestion. Nearby land uses include residential ranchettes and planned-unit developments; several parcels adjacent remain vacant. The Planning and Zoning Commission recommended approval with conditions that are listed in the council resolution and staff report.

Public hearing and council action: The council opened the required public hearing; no members of the public spoke. A motion to adopt resolution 1933‑25 granting the conditional‑use permit with the stipulated conditions carried unanimously.

Next steps: The CUP approves the use; additional design and building permits will be required for construction or modifications. Pastor Joy Bilberry and church representatives were present at the meeting to answer council questions.
