North Ridgeville City School Board elects Frank Baca president, Kelly McCarthy vice president and approves organizational resolutions

Frank Baca, president of the North Ridgeville City School Board of Education, was elected board president and sworn into office at the board’s organizational meeting on Tuesday, Jan. 4, 2025. Kelly McCarthy, vice president of the North Ridgeville City School Board of Education, was elected vice president and also took the oath of office.
The votes settled officer positions and a series of routine governance resolutions the board typically approves at its annual organizational meeting. Those resolutions authorized the treasurer/CFO to secure advances from the county auditor for funds lawfully due the district, approved fund transfers and standing authorizations, and appointed the board’s legal counsel, purchasing agent authority and public records officer.
The organizational meeting, led by the newly elected president, followed nominations and roll-call votes for officer positions. The motion to elect Baca as president was moved by Mr. Grigsby and seconded by Mr. Haines; the board then administered the oath of office to Baca. The vice-presidential nomination for Kelly McCarthy was moved and seconded and followed by an oath administered to McCarthy.
Board members also approved a resolution establishing the 2025 schedule of Board of Education meetings and adopted governance-policy changes presented at the meeting. Other routine actions included approving board membership verifications, appointing a suspension hearing officer, and adopting standing authorizations and purchasing authority for district operations.
“I do hereby solemnly swear that I will support the Constitution of the United States and the Constitution of the State of Ohio,” Frank Baca said during his swearing-in, repeating the oath administered at the meeting. Kelly McCarthy repeated a similar oath when sworn in as vice president.
The meeting concluded after the board moved to adjourn following adoption of the governance policy change and the listed organizational resolutions. No formal debate on the policy changes or appointments was recorded in the transcript; roll-call votes shown in the record indicate the measures passed by the board.
