Mitchell told board members the CSA evaluation is mandatory and timebound: "you still have to do the evaluation, and it still has to be done by July 1. You're legally required to do that," she said, and described a 48‑hour window after the superintendent completes his submission that allows for corrections before board members start their portions.
The presentation emphasized moving substantive discussion from full‑board workshop meetings into standing committees after the district reduced its meeting schedule. Mitchell recommended clearly defining committee roles and reporting processes, scheduling committee meetings at the start of the year, sharing committee agendas with the full board, and appointing strong committee chairs who can prepare agendas and follow a common reporting template.
Board members described practical steps the district has already taken: holding some committee meetings virtually, using a shared board drive for agendas and minutes and a common committee report template, and assigning an administrative liaison to each committee. A policy committee member said some committees currently use locally created guidelines and discussed converting those into formal regulations so expectations are clear.
Mitchell also walked members through the evaluation workflow in the district's tool and the compilation process: the superintendent uploads evidence and completes a self‑rating; once he marks his portion complete there is a 48‑hour lag before individual board members receive the link to complete their evaluations; the administrator then compiles the non‑conflicted board members' ratings into a summary report for an executive‑session conference with the superintendent to establish the majority opinion and finalize the evaluation before July 1.
Mitchell encouraged the board to build periodic goal updates into the calendar so members have the evidence at hand when they perform evaluations. She said the compilation and superintendent conference are confidential and noted that paper copies should be returned after the conference.
Board members asked for a copy of Mitchell's slides and for the committee report template to be posted on the shared drive; Mitchell said she would provide the attachments and that staff would follow up with details to help members finish their CSA tasks before the next public session.
The session was discussion‑based; no formal board action was taken on committee rules or the evaluation tool during this meeting.
