Staff described the VFC program as a federally funded vaccine program serving Medicaid‑eligible children. A board member asked about the report language that stated "continued efforts to ensure that all children are fully immunized." The board member expressed concern that the phrase could be read as prescriptive rather than recognizing exemptions.
A public health staff member replied that the program's aim is to provide convenient access for parents who choose to follow the recommended childhood immunization schedule and that clinics are available by appointment. Dr. Christopher Tanner, participating remotely, said public health goals include achieving the highest reasonable vaccination rates to reduce spread of vaccine‑preventable illnesses and that vaccination is cost‑effective compared with hospitalizations.
Board members and staff noted that Wisconsin law provides for medical, religious and personal exemptions; members asked that report language be clarified to reflect choice and exemptions. "The way this read, it affected you because you saw, to have all children fully," a board member said, urging wording that preserves parental choice.
