Staff said they have tracked vacancy savings for more than five years and feel comfortable raising the guideline to 3% to reduce large year‑end returns and better align department budgets with expected staffing costs.
The ordinance amendment (code section 30‑32) was moved and seconded, discussed, and approved by the committee. Committee members said the change addresses concerns about cash on hand and departmental budgeting accuracy ahead of the county's annual budget decisions.
