Committee hears bill to allow group personal lines coverage for property and incidental liability

Senator Creighton laid out House Bill 33 88, which would authorize group property and casualty coverage for personal lines and incidental liability to increase coverage options for consumer groups, such as tenants, multifamily housing and associations. The bill would set standards for permitted groups, define requirements for surplus lines agents on diligent effort and reporting, and apply individual insurance law protections to certificate holders.
Seth Cohen of The Baldwin Group testified in support, calling the bill “very good” and saying group policies create standardized offerings that can lower rates by enabling economies of scale for eligible insureds. Cohen said the measure would increase market access and provide more tailored offerings for groups with specific needs.
The committee heard one industry witness and closed public testimony, leaving HB 33 88 pending for further consideration.
