"So we take the word fully out. That's the only change to this bill," Senator Hagenboo said when explaining the substitute. No members asked further questions. The committee adopted the committee substitute and, on a subsequent roll call, the committee substitute was reported without objection and sent to the local contested calendar; the clerk recorded 10 ayes and 0 nays on the committee substitute adoption and reporting.
