Senator Hayden, speaking for the measure, described dental laboratories as the entities that produce dental restorations and said the bill requires laboratories doing business in Oregon to provide information that lets consumers know whether restorations use “noble, precious metal or a non precious metal” and to meet other disclosure expectations. Hayden framed the bill as a consumer-protection step that increases transparency about the products placed in patients’ mouths.

Opponents on the floor argued the measure was unnecessary and would add bureaucracy, including requirements for out-of-state laboratories to register in Oregon. Senator Robinson said he was opposed, describing the current system as functioning and expressing concern about added licensing or registration requirements for out-of-state labs.

After floor statements, the bill moved to a roll call and was declared passed with a constitutional majority. The Senate record shows no floor amendments; implementation details, registration requirements, and exceptions will be handled in implementing rules and by the Oregon Health Authority or other relevant agencies.
