The staff explanation said the amendment also prohibits, without prior written authorization, use of internet domain names or publication of websites under certain circumstances and applies to sales on or after Jan. 1, 2026. Staff told the committee there was no revenue impact and only a minimal fiscal impact from the A12 amendment.
Senator Hayden moved the A12 amendments and later moved the amended bill to the floor with a due‑pass recommendation. The motions were not debated and were approved by roll call; Senators Hayden, Patterson, Pham and Vice Chair Bonham recorded aye votes, and Chair Taylor was excused. The committee reopened the bill for the work session, adopted the A12 amendments, and sent the amended bill to the floor.
During a brief exchange before the work session, a committee member asked for a reminder of the changes made to reach the current iteration; staff said they would walk through the bill when it was returned to the committee. Earlier in the meeting a motion to reconsider the committee’s prior vote on House Bill 3167 A succeeded, putting the measure back before the committee and enabling the work session on the A12 amendments.
The committee’s actions were procedural: the amendments were adopted and the committee recommended the bill be advanced for further consideration on the Senate floor. The record reflects the committee’s stated effective date for covered sales (Jan. 1, 2026) and staff’s assessment of minimal fiscal impact.
