The bill, as presented in committee, authorizes the officer to hire staff, enter into contracts, and conduct performance audits, reviews, and evaluations of executive branch agencies, programs, or functions, reporting to JLAC and appropriate policy committees. Most provisions would take effect Jan. 1, 2026, and the measure as amended carried a fiscal statement described as "no revenue impact" for referral to Ways and Means.
Vice Chair Pham moved adoption of the dash-1 amendment; the committee adopted it by voice/roll call and the chair announced the amendment was adopted. Vice Chair Pham then moved HB 2,454 as amended to the floor with a due-pass recommendation and that the bill be referred to the Joint Committee on Ways and Means by prior reference; the motion passed.
