Springdale — Springdale City Council voted May 21 to rezone the property at 1171 East Kemper Road from Office Business (OB) to Public Facility (PF), approving an applicant request that the planning commission had unanimously recommended.
The ordinance implementing the rezoning passed following a required public hearing and a 7-0 planning commission recommendation. Council approved the ordinance 6-0.

Applicant Monica Hedges spoke to council about the planned use after council opened and closed the public hearing. She described the operation as a stabilization unit and told council the typical stay would be limited to 60 days or less: "it would be classified as a scribe stabilization unit, so the stay would be 60 days or less," she said. Hedges said the facility operates a group of six locations and expects about 15 employees at the Springdale site.
The planning commission held a public hearing on April 8 and voted 7-0 to recommend approval; council reiterated that vote during its deliberations and approved the ordinance that adopted the map change. No members of the public spoke for or against the rezoning during the council hearing.
Discussion at council was limited and supportive. Councilor Ms. Sullivan Wysko reiterated the planning commission's unanimous recommendation to approve. City administration noted the applicant was present to answer questions.
Next steps: The ordinance takes effect as provided by law and the applicant and administration will move forward with permits and administrative steps required for operational readiness.
