The School Committee took the first reading of updated nondiscrimination and harassment policies, including Title IX–related language, following guidance from the Massachusetts Association of School Committees (MASC) and school legal counsel.
Committee members were shown two versions of policy AC (nondiscrimination). Administrators and legal advisers explained that sample policies were revised by MASC after federal Title IX guidance and court decisions, and that the district’s recommended language in some cases reverts to the district’s 2022 framework. Key procedural points discussed included separation of investigator and decision maker roles, notification timing, and definitions for protected characteristics (the draft explicitly lists race-associated traits like hair texture and protective hairstyles).
Dr. Wilcox and the superintendent explained the changes are largely technical and procedural—intended to keep district practice aligned with current federal and state legal guidance. The committee did not vote on the policies at first reading; members were given time to review the draft language and MASC model policy before the required second reading and vote at a later meeting.
Members agreed to return the proposed policies for a second reading; staff said they would distribute annotated drafts and legal guidance to the committee in advance of the next meeting.
