Clinton County adopts temporary remote work policy as ordinance

Clinton County commissioners voted to adopt a temporary remote work policy, formalizing rules and an approval process for employees seeking to work remotely.
The county attorney and HR presented the policy, which the board identified as “ordinance 2025-05, the ordinance adopting the County Of Clinton temporary remote work policy.” Commissioners approved the policy by motion; the vote was recorded as 3-0 and the chair said the policy “takes effect immediately.”
Under the new policy, temporary remote-work requests will be reviewed first within each department by the department head. Final approval must come from the Board of Commissioners before a temporary remote-work agreement is implemented, the board said. HR prepared a temporary remote work agreement form that will be routed to commissioners for approval after department-level sign-off.
The county said the policy clarifies ambiguity from the 2021 employee handbook, which previously lacked a specified remote-work policy. County leaders said the absence of a policy had led to inconsistent interpretation and, in some cases, perceived misuse; the new ordinance is intended to set consistent requirements, including temporary remote work agreements and departmental review.
Commissioners said HR and WIS helped draft the policy and that department heads will receive the final policy and forms electronically. The board recorded the adoption as effective immediately upon the vote at the May 20 meeting.
