Middletown — City staff told the Middletown City Council on May 20 that the council will hold a public hearing on June 17 on a proposed tax increment financing (TIF) district to support the Roosevelt Ridge development off Central Avenue.
City Manager Ashley Combs said the TIF would help fund public infrastructure improvements that the developer must cover upfront and be reimbursed for over time through incremental tax revenues if the council approves the district after the required hearing and legislative steps.
Councilmember Horn noted the project has been reviewed thoroughly by the planning commission and urged that council act in June so construction timelines are not delayed.
The proposed resolution was presented as a second‑reading emergency that announces the intent to hold a public hearing. No final council action was taken May 20; staff said a public hearing and possible action will take place during council’s June meetings and that the developer would cover upfront infrastructure costs to be reimbursed through the TIF under a future agreement.
City staff said the legislation, if passed after public hearing, would not immediately levy new taxes but would allow the city to reimburse developer expenses for public infrastructure from incremental taxes generated by the project area over time.
