Council Discusses Traffic Camera Program; staff says implementation can be revenue-neutral but requires up-front costs

Lake Stevens City staff briefed the council on a proposed automated traffic-camera program that would initially target school walk zones and could expand to park zones such as Lundin Parkway.
City staff said other jurisdictions commonly start the program in school zones and then expand; staff told council the program appears revenue-neutral over time because citation revenue can offset operating costs, but the city must purchase equipment and provide advance signage and staffing capacity up front. "All costs associated with implementing this program appear to be eligible for the revenue that the cameras will bring in, so to offset those costs," a staff presenter said.
Council members asked how many locations would be involved; staff estimated coverage of school zones could involve roughly 13 areas (one camera per school zone area as configured) and noted the program design depends on whether the city defines a one-mile walk zone or other boundary. Staff recommended starting with a prioritized list tied to safety needs and costs and presenting a proposed phasing and cost estimate.
Council also discussed enforcement logistics and police staffing for handling citation review. Staff said initial personnel time would be required to review infractions; once operating, the program is expected to generate revenue that could fund traffic-safety capital projects.
Council requested a follow-up with cost estimates, a priority list of locations, and an implementation timeline. The council did not take a formal vote on program scope at the meeting.
