City attorney Nick Manley told the board the project sought quotes under the city purchase policy and state law; although a $10,175 quote was lower, it contained contingencies that could increase the final cost, while the DFX proposal was a “not to exceed” price and included a five‑year warranty. The lower‑priced vendor (Olshan) offered a one‑year warranty.
Alderman Kelly moved and Alderman Payne seconded the motion to award the quote to DFX; the board approved the recommendation on roll call. Manley said the resolution will include the findings justifying the selection of the higher quote under the procurement code provisions cited.
