Casper council adopts multiple ordinances, assessments and consent items in routine session

During its May 20 meeting the City Council approved a package of routine legislative and administrative items, including multiple ordinances on second and third reading, the creation and ratification of local assessment districts, and a broad consent agenda of contracts, grant applications and administrative amendments.

Among the items approved on second and third readings were amendments to Casper Municipal Code Chapter 8.04 regarding businesses affecting public health and several zone-change ordinances (Tri View Addition; local assessment District numbers 159 and 161; E½ Block 154 Casper Addition). The council also ratified proceedings for Local Assessment District Number 159 and created Local Assessment District Number 161 by ordinance; all passed on recorded votes with all councilors voting aye.

The consent agenda included, among other actions, authorization to submit multiple State Revolving Fund loan applications (North Platte sanitary sewer rehabilitation; Sam H. Hobbs Regional Wastewater Treatment Plant improvements; reservoir improvements), a contract amendment with Nelson—nygaard Consulting, amendments to a Clean Water State Revolving Fund agreement, an amendment to a memorandum of understanding with the Natrona County Weed and Pest Control District, and approval of a collective-bargaining agreement with Firefighters Local 904 effective July 1, 2025 through June 30, 2026. The council adopted the consent items by unanimous vote.

Councilors recorded no abstentions on these items and no substantive amendments were made during the meeting. City staff will proceed to execute contracts, submit loan applications and carry out assessments as authorized by the council.
