Council approves first reading of zone change for South Garden Creek lots to residential estate

The City Council on May 20 approved on first reading an ordinance to rezone Lots 30 and 31 in the South Garden Creek Acres No. 2 Addition, allowing a residential estate classification that would accommodate a reconfigured lot line.
City Manager Jay Carter Napier described the property as "approximately 1 and a half acres in size" on South Poplar Street, where an existing lot line runs east–west and leaves some dwellings straddling the boundary. The proposal redraws the lot line north–south to resolve the issue and create a developable parcel on the west side.
"The basic idea is that a reconfiguration of this would allow for the redrawing of that line so that indeed it would be more of a north and south property dividing line, thereby correcting the straddling of the current property line and allowing for a use of the property that would be created on the west side of the area," Napier said. Planning staff recommended the change and the planning commission supported it, Napier added.
Property owner Cody Klein spoke in favor and said he and his wife purchased the property to build next to family land. "When this property became available, it felt right for me and my wife to purchase it with the ability to build a home next to where my dad built his," Klein said.
After public comment, the council voted unanimously on first reading to approve the ordinance. No amendments were proposed at first reading. The council set the item to move forward for subsequent readings per the city’s ordinance process.
