Brighton City Council approved change order number 2 with Hallmark Inc., authorizing an additional $109,610 for the Colorado Front Range Trail Veterans Park connection project and authorizing the city manager or designee to execute the change order.
Ryan Smith, Parks Planning, Development and Grants Manager, told council that construction began April 14 and the extra cost reflects work required by the Colorado Department of Transportation (CDOT), including additional traffic control, curing and watering of concrete culverts, stormwater work and a decision to replace and realign an existing reinforced concrete pipe (RCP) under a driveway while the site is open.
Smith said the first change order (approved under city manager authority) covered the CDOT-required third-party inspector and totaled about $67,000. Change Order No. 2, for $109,610, covers the additional items and staff asked the council to also reset the city manager’s 10% change-order allowance. Smith said construction was nearing completion with about one month of work left.
Council Member Snyder asked whether the east side of the driveway connection to the pathway was included; Smith said the contractor is sequencing work to avoid disrupting the entire corridor and that the east side work would be included. Council Member Fiddler moved approval and Council Member Burpulowski (recorded as Berplowski in the minutes) seconded. The roll-call vote was 6-0 with two members absent.
