The Atascadero Unified School District Board of Trustees approved the annual CCAP (College and Career Access Pathways) memorandum of understanding with Cuesta College, which includes a reworked funding formula and recommended stipend guidance for teachers.
Josh Aston, the district’s secondary director, explained that county districts and Cuesta worked with the Career Ladders Project to renegotiate terms after districts reported that a disproportionate share of dual‑enrollment administrative work fell to district staff and teachers. Under last year’s formula the district received roughly 18% of dual‑enrollment revenue back in stipends and materials; Aston said the revised structure will return just over 35% to the district based on the number of sections the district offers and a new base amount tied to section counts.
Aston described the new funding as a base payment (Atascadero’s base was described as $50,000 given the district’s menu of sections) plus $1,500 per FTES for teacher‑led courses. The change is intended to encourage teacher‑led models — where the district’s teacher is the instructor of record and meets community college minimum qualifications — rather than Cuesta‑led sections where Cuesta provides the instructor of record and the district’s staff facilitate the course.
Cuesta recommended stipend levels of $750 for teacher‑led sections and $500 for Cuesta‑led sections; Aston said the new formula and stipend guidance should increase funding available for stipends, materials and program supports. The board approved the MOU as presented.
