The Oshkosh City Plan Commission on May 20 recommended that the City acquire a vacant property at the east terminus of Windsong Terrace to provide another connection between residential subdivisions and a collector street.
Planning staff said the lot, owned by Jamie and Arnie Schmooty, is approximately 224 feet deep by 260 feet wide (about 0.5513 acres) and sits roughly 325 feet east of Clearville Road. The city's comprehensive mapping from 2021 identified the future street connection; staff said nearby residential developments include more than 500 single‑family lots served by only two collector connections, and police and fire departments had raised concerns about limited access and congestion.
Staff described the intended use: dedicate the south 66 feet of the lot as right‑of‑way (the CSM previously noted a 66‑foot reservation) to extend utilities and provide a street connection from Mockingbird Way through Windsong Terrace to Clearville Road; the remaining north portion would be subdivided into three single‑family lots (estimated at roughly 63–64 feet wide). Staff said the city has an accepted offer on the property. As plans progress staff will ask council to approve a street name change so the entire continuous segment has one name.
Commissioners voiced support for adding another egress, citing emergency access concerns; one commissioner noted a neighborhood that currently has only one practical way in. No public comments were offered at the hearing. The motion to approve the acquisition recommendation carried by roll call vote, 7‑0 (Mister Rucker, Council member Bulow, Miss Davey, Mister Lowenstein, Mister Bowen, Miss Prah and Chairman Perry voting aye).
Acquisition and right‑of‑way dedication are intended to relieve local congestion and improve emergency access; subsequent city actions will include drafting a CSM for right‑of‑way dedication and final subdivision of the remaining parcel.
