Plan Commission recommends submitting Oshkosh’s 2024 MS4 stormwater annual report to DNR

The Oshkosh City Plan Commission on May 20 voted 7‑0 to approve and submit the City of Oshkosh’s 2024 municipal separate storm sewer system (MS4) annual report to the Wisconsin Department of Natural Resources (DNR).
Alyssa Decker, the city’s civil engineering supervisor, told the commission the report documents the city’s MS4 permit compliance across required control measures: public outreach and education; illicit discharge detection and elimination; construction site erosion control; post‑construction stormwater management; pollution prevention; and the municipal storm sewer system map. Decker said Oshkosh participates in the Northeast Wisconsin Stormwater Consortium for outreach and that the city posts stormwater resources online.
Decker listed program activity for 2024: an outfall screening of 94 outfalls that identified 15 potential illicit discharges or indicators (examples cited included grass clippings, detergent or oil), 311 erosion‑control inspections of private and public sites (including event‑triggered inspections after rainfall), approval of 13 new privately owned best management practices (BMPs) with operations and maintenance agreements, and ongoing inspection of 31 municipally owned BMPs. Street sweeping removed about 882 tons of debris in 2024 and inlet cleaning removed approximately 441 tons from inlet sumps; the city also conducts seasonal leaf collection and winter road‑management training for streets staff.
Decker said the city currently operates under the prior MS4 permit (initial permit from February 2007; update issued in 2014) because a planned state update had not yet been released; the annual report is submitted through the DNR e‑permitting system.
Commissioners asked technical questions: Miss Davey asked whether street sweepers reach the curb and Decker said crews try to sweep the flow line but parked cars can limit access. A commissioner raised a question about a vegetated swale near Oregon Street where a neighbor may be disposing grass clippings; Decker said staff would investigate that specific location and report back.
Following staff presentation and brief questions, the commission voted to approve submission of the 2024 MS4 annual report to the DNR; recorded votes were Mister Rucker, Council member Bulow, Miss Davey, Mister Lowenstein, Mister Bowen, Miss Prah and Chairman Perry — all aye.
