Alice council adopts civil-rights policies and authorizes signatories for $4.7M CDBG‑MIT grant

The City Council on Tuesday adopted a resolution to implement required civil-rights provisions for a Community Development Block Grant Mitigation (CDBG‑MIT) award and approved a separate resolution designating authorized signatories for grant documents.

Desiree, a city grant coordinator, told the council the actions are an early step in starting the project funded through the Texas General Land Office (GLO). “This is just the start up of the, GLO grant that we're, going into,” she said, and staff said the grant activity will fund water system improvements, public-service system improvements and wastewater-system improvements.

City staff described the package as federal- and state-required policies that include a citizen participation plan and grievance procedures, Section 3 policy, limited-English-proficiency standards, a Section 504 policy and a fair-housing policy. The council voted to adopt the civil-rights provisions to meet contract requirements for GLO state contract number 24-065-150-F009.

Council also approved a separate resolution designating the city manager, finance director and deputy finance director as authorized signatories on CDBG‑MIT documents to ensure the city can execute grant agreements and required paperwork. City staff said the GLO grant amount is approximately $4,700,000 and that the item is part of early administrative steps for a larger set of project activities.

Both motions passed on voice votes; no roll-call vote with individual member votes was recorded in the transcript. City staff said the actions are administrative prerequisites to access and manage grant funds, and that further project-specific approvals will return to council as required.
