Pine County authorizes county administrator and two staff to use USDA ReConnect portal for broadband reporting

The Pine County Board approved a resolution authorizing designated county staff to sign and certify quarterly reports in the U.S. Department of Agriculture ReConnect online intake system so the county can submit required reporting for its East of Hinckley broadband project.
Staff said the action, adopted by resolution 2025-20, adds the county administrator, county broadband project staff and a second county administrator-level user as authorized representatives in the USDA system so quarterly reporting can be submitted as the county spends ReConnect grant funds. County staff said the resolution clarifies who can enter and certify information in the USDA portal; it does not change the county—s project scope or funding award.
County administrators said service provider SCI (SEI/SCI in packet) is awaiting federal pre-approval for engineering and reimbursement of preconstruction costs; once federal approvals and documentation are in place, construction drawdowns for reimbursement can proceed. Staff cautioned that federal reporting and reimbursement requires documentation and that initial drawdowns can be delayed while the provider completes required federal engineering approvals.
Commissioner Holland moved the resolution and Commissioner Nelson seconded; the board approved the resolution by voice vote.
