Franklin County approves easement for MoDOT culvert work; officials flag Village of Leslie road needs and Old Highway 100 study

The Franklin County Commission approved a right-of-way easement to the Missouri Highways and Transportation Commission for culvert work and future maintenance on a roadway near a sewer plant, the commission said during its meeting when it passed Commission Order 2025-135.
During departmental reports, the county’s highway representative, Jim, told commissioners that residents had contacted the highway department about potholes and maintenance needs on Main Street in the Village of Leslie. Jim said Little Creek Road — which the county maintains — currently has no problems, but residents reported that Main Street, which connects to Highway 50, receives no maintenance from the village because the village lacks funds. Jim noted Leslie does not have a special road district and said he would contact village leadership to assess their funding and administrative status. One commissioner observed that if the village loses municipal status, road responsibility could revert to the county, but the legal mechanics of reversion were not resolved during the meeting.
Separately, Jim said he had dropped off a proposal from Cochrane Engineering for geotechnical studies on Old Highway 100, where pavement settling and movement have slowed but not stopped. He urged commissioners to schedule consideration of the proposal soon so geotechnical work can begin to determine the cause of movement and how to correct it.
On the culvert easement, commissioners said MoDOT will perform the work and handle future maintenance at MoDOT’s cost; Franklin County is providing the area for the work. The commission voted to approve the easement by voice vote.
No funding decisions for the Cochrane Engineering geotechnical study were made at the meeting; commissioners asked that the proposal be considered at an upcoming meeting so work can move forward if approved.
