The staff member said the village's goal in the revision is to increase the share of affordable housing from about 1.5% to 6.5% (a net increase of roughly 5 percentage points) and to describe development constraints that limit where affordable units could be built in Riverwoods.
The plan revision identifies the village's limited developable land, noting large areas are occupied by woodlands, wetlands and floodplains and that some previously considered sites are unsuitable. The village has created a plan development overlay district and adopted an affordable-housing ordinance that the staff member said would require that 10% of units in multifamily for-sale developments within that overlay be affordable, using definitions consistent with state law. The staff member also said Wolters Kluwer's property is on the market and that multifamily developers have been the primary parties expressing interest in that site.
Trustees opened the floor for public comment; no one addressed the board during the hearing. After closing the hearing, trustees moved to adopt a resolution approving the 2025 plan and approved it by roll call vote; all trustees present voted in favor.
Why it matters: the plan sets local goals and regulatory tools the village can use to respond if Illinois housing authorities list municipalities as lacking an adequate share of affordable housing. The adopted plan also documents the village's physical and regulatory constraints and ties potential actions to the new plan development overlay and the affordable-housing ordinance.
The plan text and related materials were part of the board packet and will be available online per the staff member. Trustees directed that the plan be filed consistent with state requirements; no additional implementation steps or funding commitments were approved at the meeting.
