Fostoria council approves shared IT technician agreement and Bascom IT services contract

FOSTORIA — The City Council voted to adopt a shared-compensation agreement with Seneca County and the City of Tiffin to fund an IT technician who will support local law-enforcement IT systems, and separately approved a service provider contract with Bascom Advanced Services Inc.
Councilmembers moved to amend language in the county-drafted memorandum of understanding, replacing the term “part time” with “shared,” and then adopted the ordinance as amended (Ordinance 2025-38). The Bascom contract was adopted under emergency procedures (Ordinance 2025-39).
Why it matters: The technician will support the ProPhoenix 911 and records systems used by the Seneca County Sheriff’s Office and the participating municipal departments. Council members said the change from “part time” to “shared” more accurately reflects how the position will be used across jurisdictions.
Council discussion and details: Councilperson Lake moved to amend the ordinance language to remove “part time” and replace it with “shared.” After a second and brief legal review, the council approved the amendment by roll call and then adopted the ordinance. The mayor and the law director noted the county’s draft MOU originally used “part time.” The law director said, “the MOU drafted by the county calls it a part time IT technician,” and the council replaced that phrasing to reflect Fostoria’s view of the staffing arrangement.
Council members described an expected allocation of the technician’s time in discussion: 50% of the technician’s time would be dedicated to Seneca County, 25% to the Tiffin Police Department and 25% to the Fostoria Police Department. The position will be employed by Seneca County under the shared-cost arrangement.
Bascom contract: Separately, council suspended the three-reading rule and adopted an ordinance authorizing the mayor to enter a service agreement with Bascom Advanced Services to provide IT services for the city. Councilmember Cassidy said, “I trust that everybody got what they wanted in that negotiation,” during discussion prior to the final vote.
Formal actions: The council amended and adopted the joint compensation ordinance (2025-38) as amended and adopted the Bascom services agreement (2025-39) under emergency procedures. Vote tallies were recorded by roll call with unanimous affirmative votes on the final motions as read into the record.
Next steps: The mayor and city administration will finalize the contract documents with Seneca County and Bascom. Any adjustments to the county MOU will be coordinated with the county before execution.
