The Yelm Planning Commission confirmed a three‑person subcommittee to update the commission's rules of procedure and to draft bylaws at its May 20, 2025 meeting.
Chairman Richard Lumsdale said the motion to create a three‑person subcommittee was approved at a prior meeting and that the group will work on updating outdated rules and prepare new bylaws (the planning commission has not had bylaws previously). Lumsdale said Commissioner Dana Allen, who was excused from the May 20 meeting, had expressed interest in serving; at the meeting other volunteers were identified to fill the three slots.
Lumsdale explained the subcommittee may meet informally, gather existing documents and staff notes, and prepare a proposed packet for the full commission. The subcommittee is not required to keep formal parliamentary minutes; when it has a draft it will present the packet at a regularly scheduled commission meeting for consideration and a formal vote.
No official vote to create the subcommittee was recorded in the May 20 transcript because the commission said the motion had been approved at a previous meeting. The subcommittee will bring a proposed rules document and bylaws back to the commission for formal action.
