DeBary signs interlocal for Spring-to-Spring Trail Phase 3C; adopts FDOT maintenance agreement

The City of DeBary City Council approved an interlocal agreement with Volusia County for construction of the Spring-to-Spring Trail Phase 3C segment and adopted a resolution approving a maintenance memorandum of agreement with the Florida Department of Transportation (FDOT) that commits the city to maintain the completed off-system multi-use trail.
Richard Villasenor, senior city engineer, described the project as a 12-foot-wide multi-use trail on the west side of Donald Lee Smith Boulevard connecting the Blue Springs/Blue Spring Trail at DeBary Plantation Drive to the Highbanks Road trail system. Villasenor said Volusia County secured funding through the FDOT shared-use nonmotorized trails program and that the county will design and construct the segment under an interlocal agreement. The city has received the necessary easement from DeBary Plantation Unit 17 Homeowners Association.
FDOT now requires a direct maintenance agreement with the responsible agency for completed off-system trail projects. Villasenor said maintenance is estimated at about $8,000 annually based on comparable existing contracts; the parks and recreation budget will cover the cost. The maintenance memorandum requires the city to follow FDOT standards at the city’s expense.
Council members noted the agreement did not require a separate resolution by Volusia County and thanked staff and the HOA for completing the easement. The council voted to approve and sign the interlocal agreement, adopt Resolution 2025-07 to authorize execution of the maintenance memorandum with FDOT, and direct staff to return final documentation to FDOT and the county for their records. The county’s tentative timeline shown to the council included bid advertisement at the end of the month and contractor award in September 2025.
