Council moves fire-permit fees to annual schedule and plans third-party inspections for major systems

The council discussed proposed Ordinance 2025-06-04 to amend Chapter 46 (Fire Prevention) by removing fee tables from the ordinance and placing fire permit and inspection fees into an annual council-approved fee schedule.
City staff said the change is part of a broader effort to move technical fee tables out of ordinance text into a fee appendix that the council can update annually. The ordinance language under consideration would allow the council to set fire permit and inspection fees by resolution and establish penalties of up to $500 per occurrence for violations.
On inspections, staff told council that routine STR safety checks and basic occupancy/certification will remain part of building services’ process, but large-scale systems such as sprinkler-head testing and major suppression-system commissioning will be handled by licensed third-party inspectors. The city manager and building official noted prior uses of third-party inspectors for large projects such as school construction and recent hotel renovations.
Council asked that the fee appendix be posted on the city website. Staff said that information would be publicly available and that owners could hire approved third-party inspectors and submit proof to the city as required for permits and renewals.
