The Warren City Council on May 19 awarded the 2025 pavement milling and overlay base contract to IA Construction for $315,962.75 and authorized staff to proceed with contract execution.
City staff reported three bids were received for the 2025 pavement milling and overlay project. The recommended award was the base bid, which covers milling and overlay work on 13 city blocks and carries a base price of $315,962.75. Staff said an optional/additive bid would increase the contract total to as much as $512,642.35 if the city directs the contractor to add the optional scope. The presenter recommended awarding the base bid and retaining a $44,000 balance in the 2025 overlay budget for contingency and flexibility to address any problems that may arise during the project.
Council members discussed how streets are prioritized and confirmed the project is included in the current budget; staff said the city ranks street segments and reviews condition annually. The contract award was put to roll call; Miss Flasher, Mr. Cashman, Mr. Gilbert, Mrs. McCain, Mr. Valella and Mayor Wertman voted yes and the motion carried 6–0.
Staff said the contractor will perform milling across its assigned blocks, followed by overlay, and that recycled millings can be reused on other city projects when appropriate. No change to the budget appropriation was required at the time of award, staff said.
