Main Street grant pivot: council asked to amend $25,000 crosswalk grant to buy downtown planters

City staff and Main Street Enterprise representatives told the council that delays in required approvals have made it unlikely the $25,000 Main Street Alabama grant for a crosswalk project can be completed by the June 30 deadline. Staff proposed switching the grant to a short-turn beautification project that would install self-watering planters downtown and prepay the first year of contract maintenance so the grant can be spent by the deadline.
"Losing this opportunity for $25,000 would be a major blow to Main Street Enterprise," the Main Street coordinator said. She described planters as visually cohesive with the sidewalks, quick to procure and install and eligible for grant funding, including a prepayment option to cover the first year’s upkeep.
Staff said the alternative would reduce the number of planters under consideration (from about 30 to roughly 17–18) because prepaying maintenance consumes part of the $25,000 total; the first year of watering and contracted maintenance would be covered entirely by the grant. The coordinator asked the council to approve an amendment at the next council meeting to reallocate the original grant to the new scope so the city remains eligible to apply for next year’s $25,000 award.
City management recommended postponing formal council action to the next regular meeting to ensure the grant acceptance/amendment language matches the new scope. Council members indicated support for the approach and staff said they will bring an amendment for formal action at the next meeting.
