Warren adopts 2024 International Property Maintenance Code to support new permitting software

The Warren City Council on May 19 adopted the 2024 International Property Maintenance Code (IPMC) as the city—s property maintenance code, a change staff said is necessary to support a planned transition to a new permitting and case-management software platform.
Mr. Gerlasi, the presenting city staff member, told council the department—s current software will not be supported after Dec. 31, 2025. The new software has built-in capabilities based on the 2024 IPMC; the city previously adopted the 2012 IPMC. Gerlasi said adopting the 2024 IPMC will allow the department to use pre-populated code language in automated forms and better track property maintenance complaints, inspections, tickets and citations through to the district magistrate when needed.
Council members asked whether adopting the newer code would affect new construction; Gerlasi said the IPMC addresses property maintenance rather than building construction and that the changes are largely formatting and compatibility improvements. Staff also confirmed the software transition and associated software costs are included in this year—s budget and no new expenditure was required beyond the budgeted amount.
The council moved to adopt the 2024 IPMC; roll call by Colleen Leary recorded six affirmative votes (Miss Flasher, Mr. Cashman, Mr. Gilbert, Mrs. McCain, Mr. Valella and Mayor Wertman) and the motion carried 6–0.
