Council reviews Vision 2025 quarterly update; Rucker Boulevard connectivity and City Hall move highlighted

Enterprise City Council members on Tuesday received a quarterly Vision 2025 update that affirmed progress on several capital and planning projects and flagged a pending developer request to connect Rucker Boulevard to Porter Lunchford Road.

City staff reported that most Vision 2025 goals are on schedule: a parks and recreation maintenance facility building is complete (with parking and fencing planned this quarter), phase 5 street projects are progressing, and a pending City Hall move is scheduled for the end of June to allow for furniture and IT setups in early June.

"I was approached by a developer last week, who is trying to build a road and would like connectivity to Porter Lunchford Road from Rucker Boulevard," a staff member said in the work-session briefing. The staff member said the developer was asked to provide sketches; council discussion will follow once the city has the developer’s proposal and cost information.

Staff also reported that the Rucker Boulevard redevelopment study has been completed and presented to the council; the next phase will be to consider funding in upcoming quarters. Other items noted in the quarterly briefing included completion of an updated PCI study (to be proposed for next year’s budget), a submitted CDBG demolition grant plan and ongoing nuisance property mitigation work.

City staff acknowledged that some annexed county roads now owned by the city were not upgraded to city street standards at the time of annexation and said that practice will be corrected in future annexation conditions. The presenter recommended requiring developers to bring annexed roads to city standards as part of future annexations.

Council did not take immediate formal action on the Rucker Boulevard developer request; staff said the item will return for council consideration if the developer provides a proposal.
