Warren City Council approves Superior Tire street vacation to allow plant expansion

The Warren City Council on May 19 approved an ordinance vacating an unopened street that terminates at parcels owned by Superior Tire and Rubber Corporation, clearing the way for the company to expand its manufacturing facility.
The action followed a public hearing held at the start of the May 19 meeting at which no members of the public spoke. Michael Rossi, a city staff member who presented the application, told the council the unopened street lies between the Old Route 6 right-of-way and the southeast line of Superior’s property and is a dead end; Superior owns all parcels adjacent to the unopened street. Rossi said the “proposed ordinance requires that any utility lines under the area of construction are to be relocated or reconstructed in a location and as directed by the city and at Superior’s sole expense.”
Hank Lemurier, identified at the meeting as a representative of Superior Tire and Rubber Corporation, described why the company needs the property. “We need to have similar tanks … we have to upgrade our power systems, and we have to expand our manufacturing plant,” Lemurier said, explaining the company plans new storage and processing tanks and internal reconfiguration to expand production.
Council members moved to approve the ordinance. City Clerk Colleen Leary called the roll; Miss Flasher, Mr. Cashman, Mr. Gilbert, Mrs. McCain, Mr. Valella and Mayor Wertman voted in the affirmative. The motion carried 6–0.
The city recorded that it will retain the right to access existing sewer utility lines in the vacated area and that any utility relocations required for Superior’s construction must be performed at the company’s expense. The council’s vote approved the street vacation ordinance as submitted; no effective date or further implementation steps were announced during the meeting.
