Magistrate orders property owner to pay cleanup costs and daily fines after repeat debris violation

The Town of Pembroke Park special magistrate ordered the owner of 3680 West Hallandale Beach Boulevard to pay municipal cleanup costs and to face daily fines after the property was cited again for accumulated trash and debris.
Chief Code Compliance Officer Jocelyn Ramirez told the magistrate the property had piles of branches, trash and debris and that the town cleaned the site after the owner failed to correct the violation within the prescribed time. Ramirez provided a town estimate of $4,658.20 for labor and vehicle rental related to the cleanup and said an additional invoice from the disposal contractor was pending.
The magistrate said fines would begin accruing from April 5, 2025, and ordered the owner to pay all cleanup costs incurred by the town. The magistrate also imposed the standard administrative assessment of $250 and said the daily per‑diem fine of $250 would continue to accrue from the April start date until the property is brought into compliance.
Town counsel clarified the order to make clear the owner must both come into compliance and pay recoverable cleanup costs, and the magistrate entered the final order on the record. McKinney said the town would pursue recovery of the cleanup cost and the continued fines until the condition is corrected.
