Council approves ordinance amending 2025 budget; discussion on emergency reading waivers surfaces

On May 12 the City of Geneva City Council passed Ordinance 3383, an amendment to the 2025 budget that the council approved under an emergency declaration so the change could take effect immediately.

Council members voted to waive the usual three readings and to declare the ordinance an emergency; a roll call recorded affirmative votes and the ordinance passed. Council members described the use of emergency declaration as a way to meet time‑sensitive deadlines, including grant application windows or internal accounting needs, rather than as a regular substitute for public input.

During discussion, several council members said they prefer to give the public an opportunity to comment on measures when appropriate. A council member summarized that "we really do want to give, on anything we can, the public the opportunity to come in and... hear those readings and... give us any voice in opposition or support." Other members noted many emergency declarations are used for administrative or time‑sensitive bookkeeping items rather than matters likely to draw public controversy.

The council also advanced Resolution 3627, declaring it necessary to improve city streets by supplying electric lighting; that resolution was also read and passed under emergency procedures during the same meeting. Council members explained the emergency procedure lets measures take effect immediately rather than after three readings spread over several weeks.

The council did not indicate that either action would circumvent required public notice for matters that typically warrant public hearings; members said the emergency procedure is reserved for time‑sensitive administrative matters.
