The plan, which staff said guides use of CDBG funds for 2025 and sets goals for the five‑year consolidated plan, passed on a roll call vote after councillors voted to suspend the rules and adopt the ordinance as an emergency measure. The ordinance is recorded in the agenda as Draft 2025‑44.
