Geneva council authorizes purchase of Halo 2 body cameras from WolfCom

The City of Geneva City Council on May 12 authorized the city manager to enter an agreement with WolfCom Enterprises to buy a Halo 2 body camera system and declared the purchase an emergency, allowing the measure to take effect immediately.

City Manager Mister Burkett told the council the purchase was in the 2025 police budget and that the quoted price was below the amount already allocated. "This is a budget item that was in the 2025 police budget," he said. "The good news about this acquisition is the price for the system is under what we had actually budgeted for."

Chief Camper, who led the department's review of vendors, recommended the Halo 2 system after testing and due diligence. "It would basically enhance our transparency, promoting officer safety, and providing important safeguards for both the officers," Chief Camper said.

Council members voted to waive three readings and to declare the measure an emergency so the purchase could proceed without delay. The council later passed the resolution authorizing the agreement. The council recorded the purchase price discussed at the meeting as $38,531.

Council members also discussed pursuing grant funding for similar public‑safety purchases in the future but noted timing and notification challenges with previous grant awards. Mister Burkett said the city had experienced late grant notifications in the past and that grant timelines sometimes hindered using awarded funds within the intended fiscal year.

The purchase will proceed under the emergency declaration and the city manager is authorized to finalize the agreement with WolfCom Enterprises as described in Resolution 3628.
