The superintendent described the MOU as turning last year’s temporary arrangement into a permanent schedule in which OPC staff “follow whatever summer schedules we do.” A board member asked whether the MOU would lock in the four‑10 schedule and thereby limit management rights; the superintendent responded that exceptions for maintenance and deliveries have been used in past years and could be made but that the district’s goal is to have consistent schedules for efficiency and energy savings.
Board members pressed for language to preserve management rights. One member said they “don't see that we actually build in any exception,” and flagged concern about giving up management rights — they ultimately voted in favor but noted they were not fully assured management rights were protected. The motion passed by roll call.
The superintendent said an earlier study in another district showed notable energy savings by consolidating schedules and that the district expects some operational savings from reduced building use during the summer. The district legal review was referenced as having reviewed the language in the MOU; board members asked that the document allow case-by-case exceptions for maintenance and other operational needs.
