The Parowan Planning and Zoning Commission voted to give a positive recommendation to city council on the zoning assignment for the proposed Prime West annexation. The recommendation assigns R3 zoning to a 300‑foot strip adjacent to Interstate‑15 and R2 zoning for the remainder of the annexed property, consistent with the city’s 2012 plan.
City staff explained that the action is an assignment of zoning in the annexation agreement, not a rezoning of land already inside the city. As staff put it, “we're not rezoning because it's not even in the city. We're just assigning a zone as a part of a development agreement.” Staff said it is typical to place higher density near the freeway and that the 2012 general plan supports the proposed pattern.
A planner explained the proposed boundary shading on the plan and the planning commission debated consistency with the city plan. One member moved to “adopt it consistent with the map,” the motion received a second and commissioners voted favorably by voice vote.
The commission’s positive recommendation will be forwarded to Parowan City Council for a formal decision on the annexation agreement and assignment of zoning. Any future development on the parcel will be subject to standard permitting and any conditions the council imposes during annexation approval.
