The discussion centered on reducing operating costs and workforce needs. City staff presented a 2025 sanitation budget overview showing roughly 3,236 active residential accounts and a current monthly fee of $36. “We have approximately 3,236 active accounts,” staff said during the presentation. The staff estimate projects that mechanized collection — with a leased Heil/Mack‑chassis automated side‑loader and roughly 4,500 to 4,563 poly carts — would reduce labor needs and could produce a break‑even monthly sanitation rate closer to about $24 under several assumptions, while leaving the current $36 rate as an option.
Vendors and staff answered operational questions at length. Chris Knight of River City Hydraulics, who brought a demonstration vehicle to the meeting, said collection rates depend on route length but that a driver “probably dumps anywhere from 1,100 to 1,400 a day,” with a more conservative typical range of about 800–1,000 carts per driver per day when stops, landfill travel and breaks are included. Staff outlined a proposed transition that would keep two rear‑loading trucks as backups and equip one rear loader with a tipper for dead‑end streets.
Council members pressed staff about implementation details: cart size (96‑gallon), frequency (proposed once weekly instead of the current twice weekly), options for households that need more capacity, the effect on “big trash” collection, and timeline. Staff said carts typically take six to eight weeks to be produced and delivered and suggested a 90‑day window to put the system in place after final contracting and ordering. The staff presentation included capital and lease figures cited as estimates: a Sourcewell‑compliant automated truck price shown at about $390,000 and an illustrative lease cost cited at roughly $92,796 per year; 4,500 poly carts were estimated in the presentation at about $288,324 for the initial purchase and delivery.
Council votes enacted three related items. The council approved (1) authorization to acquire the automated side‑loader under a lease/purchase arrangement (agenda item 7), (2) the purchase of 4,563 95‑gallon poly carts (agenda item 8), and (3) purchase/installation of hydraulic tippers to equip existing rear‑loading trucks for cart tipping (agenda item 9). Each motion passed by voice vote after public discussion; multiple council members voted in favor during roll call.
Staff said next steps would include drafting an implementing ordinance (including handicap/assisted pickup provisions and pricing for second and third carts), public outreach to explain capacity options and billing, and bringing final contract and financing papers (lease or CIP use) back to council for review. Staff also recommended budgeting for ongoing cart replacements and a contingency for initial operational issues.
