The developer said its construction drawings and budget for this phase did not include the Concord Road sidewalk and warned that adding the pedestrian work now would affect the immediate phase’s pricing and timing.
Council members raised connectivity and safety concerns: sidewalks along Concord Road would link future phases to the Lake Country Trail and the city’s broader pedestrian network. Several aldermen said the city has faced the same issue in prior subdivisions when sidewalks were deferred, leaving taxpayers to fund missing sections later.
The council’s final action approved the plat but required a documented, binding commitment from the developer to construct the sidewalk within 12 months. City staff will withhold final plat signature/recording until the developer provides a written agreement specifying the sidewalk work and timing. The motion carried after a tie vote; the mayor cast the deciding vote to move the plat forward.
