Residents urge commission to address solar on prime farmland after federal 'farmers-first' comments
Summary
Citizens urged the Area Plan Commission to consider solar farm siting and protections for prime farmland after one speaker said the U.S. Department of Agriculture (USDA) announced a "Farmers First" initiative that would disincentivize solar on prime farmland. At the end of the Tippecanoe County Area Plan Commission meeting on May 21, several citizens asked the commission to consider the impact of solar farms on prime farmland and to place the issue on a future agenda.
John Aid said he listened to a recent meeting and reported that the U.S. Department of Agriculture’s Secretary (identified in the comment as Brooke Rollins, Secretary of Agriculture) announced a “Farmers First” program that would prioritize preservation of prime farmland, disincentivize large-scale solar projects on productive farmland through funding and regulatory measures, and streamline support for family farms. Aid said the program would include efforts to reduce federal funding incentives for utility-scale solar on prime farmland and reorient prioritization toward agricultural preservation.
Victor Gervais thanked the commission for placing the solar farm topic on a future agenda and said the group hopes to use that time to present concerns. Catherine Soboralski described how she obtained information about ordinance-change procedures and said she planned to pursue the ordinance committee process.
The remarks were made during the public comment portion of the meeting; the commission did not take formal action on zoning or solar policy at the meeting. The transcript does not include a formal staff presentation or an APC vote on solar siting policy; the item was characterized as citizen comment and a request to schedule discussion at a future meeting.
